SEÑORES MINISTROS Y DELEGACIONES DE LOS PAISES INVITADOS.
EN JUNIO DE 2004, EN OCASIÓN DE LA XI CONFERENCIA MINISTERIAL DE LA UNCTAD EN SAN PABLO, LOS MINISTROS DE LOS PAISES PARTICIPANTES DEL SISTEMA GLOBAL DE PREFERENCIAS COMERCIALES ENTRE PAÍSES EN DESARROLLO (SGPC) LANZARON LA TERCERA RONDA DE NEGOCIACIONES, CON EL OBJETIVO DE VIGORIZAR LOS OBJETIVOS DEL ACUERDO A TRAVES DE UNA SUSTANCIAL LIBERALIZACION DEL COMERCIO, SOBRE LA BASE DEL APROVECHAMIENTO DE LAS VENTAJAS MUTUAS ENTRE PAISES EN DESARROLLO.
EN ABRIL DE 2008, NOS REUNIMOS EN OCASIÓN DE LA UNCTAD XII EN ACCRA, PARA COMENZAR A DELINEAR UN PROYECTO DE MODALIDADES QUE PEMITIERA UN NIVEL DE CONCESIONES ARANCELARIAS MAS AMBICIOSO QUE EL DE RONDAS ANTERIORES.
EN DICIEMBRE DE 2009 EN GINEBRA, ALCANZAMOS UN ACUERDO DE MODALIDADES QUE NOS PERMITIO ENTRAR EN LA FASE FINAL DE LAS NEGOCIACIONES, CONTEMPLANDO INCLUSO SITUACIONES ESPECIALES, COMO LAS DE AQUELLOS PARTICIPANTES QUE SE ENCUENTRAN EN PROCESO DE ADHESION A LA OMC.
SOBRE LA BASE DE ESAS MODALIDADES, ESTE COMITE TRABAJO INTENSAMENTE DURANTE TODO ESTE AÑO EN LOS DOCUMENTOS FINALES QUE HOY TENEMOS ANTE NOSOTROS. EL RESULTADO DE NUESTROS ESFUERZOS PERMITIO QUE UN GRUPO DE PARTICIPANTES PUEDA CONCLUIR ESTA RONDA QUE CONSIDERAMOS UN IMPORTANTE PASO PARA EL COMERCIO SUR-SUR. CONFIAMOS QUE OTROS PAISES QUE AUN NO HAN PRESENTADO SUS LISTAS, PUEDAN HACERLO EN EL PLAZO MAS BREVE POSIBLE.
ES UN HONOR PARA MI INFORMAR QUE EL COMITÉ DE NEGOCIACIONES HA CONCLUIDO SUS TRABAJOS AL REUNIRSE ESTA MAÑANA, BAJO LA PRESIDENCIA ARGENTINA.
ANEXOS AL ACTA FINAL SE ENCUENTRAN EL PROTOCOLO DE SAN PABLO Y LA DECISION MINISTERIAL PARA LA IMPLEMENTACION DE LOS RESULTADOS DE LAS NEGOCIACIONES.
EL PROTOCOLO DE LA RONDA DE SAN PABLO CONTIENE LAS LISTAS DE COMPROMISOS DE OCHO PARTICIPANTES: CUBA, EGIPTO, INDIA, INDONESIA, REPUBLICA DE COREA, MALASIA, EL MERCOSUR Y MARRUECOS. ESOS PARTICIPANTES, CUYA POBLACION ES DE ALREDEDOR DE 1.900 MILLONES DE PERSONAS (ESTO ES EL 27,5 POR CIENTO DE LA POBLACION MUNDIAL) SE HAN COMPROMETIDO A OTORGARSE PREFERENCIAS SOBRE ALREDEDOR DE 47 MIL LINEAS ARANCELARIAS. ESTO REFLEJA UN NIVEL DE AMBICION CONSIDERABLEMENTE MAYOR AL QUE SE ALCANZO EN LA PRIMERA RONDA DE NEGOCIACIONES.
EL PROTOCOLO DE LA RONDA DE SAN PAULO ES UN INSTRUMENTO CREATIVO DE NEGOCIACIONES, QUE OTORGA LA POSIBILIDAD, EN LOS PROXIMOS DOS AÑOS, DE AMPLIAR EL RANGO DE PREFERENCIAS ARANCELARIAS. ESTAMOS FORJANDO UN NUEVO COMIENZO PARA FORTALECER LA VIABILIDAD DEL SGPC EN EL MUNDO ACTUAL.
DESDE EL LANZAMIENTO DE ESTA RONDA, LA REPÚBLICA ARGENTINA ASUMIO EL COMPROMISO DE CONDUCIR EL COMITÉ DE NEGOCIACIONES CON LA ESPERANZA DE ALCANZAR EL ÉXITO, PARA DEMOSTRAR QUE EL SGPC PUEDE CONVERTIRSE EN UN EFECTIVO INSTRUMENTO PARA PROMOVER EL COMERCIO Y LA COOPERACION ENTRE LOS PAÍSES DEL SUR.
DESEO AGRADECER A TODOS LOS PARTICIPANTES EN EL SGPC EL APOYO QUE HA TENIDO LA PRESIDENCIA ARGENTINA.

STATEMENT OF HIS EXCELLENCY, MR. HECTOR TIMERMAN
MINISTER OF FOREIGN AFFAIRS, INTERNATIONAL TRADE AND WORSHIP
Ambassador Antonio Patriota,
Deputy Secretary General of UNCTAD, Ambassador Petko Draganov,
Ministers and Delegations of countries invited.
In June 2004, on the occasion of UNCTAD XI in Sao Paulo, Ministers of participants in the Global System of Trade Preferences among Developing Countries launched the Third Round of Negotiations aimed at invigorating the Agreement through substantial trade liberalization, based on mutual benefits among developing countries.
In April 2008, we met on the occasion of UNCTAD XII in Accra and defined the outline of modalities which would ensure a level of concessions more ambitious than that of previous rounds.
In December 2009 in Geneva, we reached an agreement on modalities to conduct the final stage of the Sao Paulo Round, including special treatment for participants in process of accession to the WTO.
Based on those modalities, this committee worked intensively throughout this year on the final documents that we have in front of us. Due to our efforts, a group of participants is now in a position to conclude the Round, which represents an important step for South-South trade. I am confident that other countries that have not yet submitted their lists shall be able to do so as soon as possible.
It is my honor to inform that the Negotiating Committee has completed its work in the morning session.
Annexes to the Final Act are the Sao Paulo Round Protocol and the Ministerial Decision for the implementation of the results of the negotiations.
The Sao Paulo Round Protocol contains the lists of commitments of eight participants: Cuba, Egypt, India, Indonesia, the Republic of Korea, Malaysia, MERCOSUR and Morocco. These participants, whose population is about 1,900 million (this is the 27.5 percent of the world population), have committed themselves to grant preferences on about 47 thousand tariff lines. This reflects a considerably higher level of ambition in comparison with that reached in the first round of negotiations.
The Sao Paulo Round Protocol is a creative tool that contemplates the possibility of extending the range of tariff preferences in the next two years. We are forging a new beginning to strengthen GSTP.
Since the launch of this Round, the Republic of Argentina has conducted the Negotiating Committee with confidence in the success of a Round that demonstrates that the GSTP can become an effective tool to promote South-South trade and cooperation.
I would like to thank all the GSTP Participants for the support that we received.
Excellencies, distinguished delegates, ladies and gentlemen:
We have in front of us the following documents: the Final Act Embodying the Results of the Sao Paulo Round of Negotiations; the Sao Paulo Round Protocol to the GSTP Agreement and the Arrangements for the Implementation of the Results of the São Paulo Round of Negotiations.
I have the honor to call for the adoption of said instruments.

Before concluding, I wish to thank on behalf of participants the Secretary-General of UNCTAD and the GSTP Project for the support extended throughout the process of negotiations.
